Before you can submit your Malaysia International Scholarship (MIS) application, every required document needs to be gathered, certified where necessary and scanned as a PDF. Missing or incorrectly formatted documents are one of the most common reasons applications get rejected outright. Here is everything MOHE asks for based on official MIS guideline documents.
Compulsory Documents for MIS Application
1. Application Form
Completed through the official online MIS application system. This is not a separate upload. It is the form itself filled out directly on the portal.
2. Certified Copy of Passport
Serves as proof of nationality. Your passport must have a minimum of 6 months validity remaining at the time of application. An expiring passport can hold up your submission, so check this early.
3. Certified Academic Transcript(s)
This is more detailed than it sounds.
- Your transcript must show a full record of every course taken throughout your degree programme
- Master’s applicants submit their undergraduate transcripts
- PhD applicants submit both undergraduate and Master’s degree transcripts
- If your transcript does not show a CGPA, marks or a score percentile you will also need a certified official document from your university explaining its grading system. This is a common gap that catches applicants from universities with unconventional grading scales
4. English Language Proficiency Proof
One of the following:
- A certified copy of your IELTS result, commonly band 6.0 or higher in recent cycles
- A certified copy of your TOEFL result, commonly 550 or higher paper-based test
- An official letter from your previous institution confirming English was the medium of instruction for your degree. This is the MOI letter route used if you are applying without IELTS or TOEFL
5. Letter of Recommendation – Two Referees
From people who can genuinely speak to your academic or professional ability, typically a lecturer, academic supervisor or immediate workplace superior. Both letters are required. One alone will not be accepted.
6. Endorsement Form
This is a formal endorsement separate from your recommendation letters and is tied to a specific procedural step rather than something you simply upload from your own files.
7. Admission Letter from a Malaysian University
Required if you are currently undertaking postgraduate studies in Malaysia or if you have already secured admission to a Malaysian university. If you have not secured admission yet, this is not mandatory to begin your MIS application but expect to need it before the scholarship is formally awarded.
8. Curriculum Vitae CV
A standard academic or professional CV outlining your education, achievements and relevant experience.
9. Research Proposal
Required only for Master’s by Research and PhD applicants. A minimum of 1000 words relevant to your intended field of study. Master’s by Coursework applicants typically do not need this.
10. Medical Report
Some cycles require a medical report alongside your recommendation letters and endorsement form generally collected as part of the endorsement process rather than uploaded upfront with your initial documents.
Document Format Requirements
- All documents must be scanned and saved as PDF files before uploading to the online application system
- All documents must be certified copies, not plain photocopies
- All documents must be in English. If any original document is in another language you will need to provide a certified translation alongside it
The Endorsement Process | A Step Applicants Often Miss
This is a detail that trips up a lot of first-time applicants. For the Letters of Recommendation Endorsement Form and Medical Report specifically, some cycles require you to physically bring your printed MIS application form and these documents to the Ministry of Foreign Affairs or the relevant government agency responsible for MIS in your home country to obtain an official endorsement stamp or signature.
Only after this step do you scan everything and upload it through the MIS Online Application system.
In other words, this part of the process is not purely digital. Plan for it to take extra time, especially if the relevant office in your country is not fast-moving or requires an appointment.
