Everything you need to check before applying for the Malaysia International Scholarship (MIS)— nationality, age limits, academic qualifications, English language requirements, research proposal rules and every other condition MOHE evaluates.
Who Can Apply for MIS Scholarship 2027
The Malaysia International Scholarship is open to two groups of applicants:
- Graduates who intend to pursue full-time postgraduate studies Master’s or PhD in Malaysia
- Students currently enrolled in full-time postgraduate studies at a Malaysian public university or selected private institution with at least two semesters remaining before completion
Beyond this general scope, every applicant must satisfy each of the specific criteria below such as nationality, age, academic qualification, English proficiency and where applicable, a research proposal.
Nationality Requirement
You must be a citizen of an MIS recipient country. The recipient list is published fresh with each application cycle and generally spans three groups:
- ASEAN member countries: Brunei, Cambodia, Indonesia, Laos, Myanmar, Philippines, Singapore, Thailand, Vietnam
- Commonwealth countries across Africa, Asia and other Commonwealth regions
- Additional named countries published separately in that cycle’s official guidelines
Note: The 2027 recipient country list has not been published yet. Countries eligible in previous cycles are not guaranteed to remain eligible. Always confirm against the current list once MOHE releases it.
Age Limit for MIS Scholarship
Age is calculated as of the date of application not the date you would start studying.
| Degree Level | Maximum Age at Application |
|---|---|
| Master’s | 40 years |
| PhD | 45 years |
These limits have been consistent across recent MIS cycles but MOHE reserves the right to adjust them. Confirm the figure in the official 2027 guideline once it is released.
Academic Qualification Requirements
| Applying For | Minimum Requirement |
|---|---|
| Master’s | Bachelor’s degree with CGPA 3.00/4.00 or Second Class Upper Honours or equivalent |
| PhD | Master’s degree with CGPA 3.00/4.00 or equivalent in a field related to the proposed doctoral research |
If your transcript does not show a CGPA/marks or a score percentile directly, you will typically need an official supporting document from your university explaining its grading scale. This is confirmed at the application stage, not the eligibility-check stage but it is worth preparing early.
English Language Proficiency Requirement
You must demonstrate English proficiency through one of the following:
- A valid IELTS score commonly a minimum overall band of 6.0 in recent cycles
- A valid TOEFL score commonly a minimum of 550 PBT or equivalent CBT or iBT score in recent cycles
- An official Medium of Instruction MOI letter confirming your previous degree was taught fully in English
MIS Scholarship Without IELTS
You can apply without sitting IELTS or TOEFL if your previous degree Bachelor’s for Master’s applicants or Master’s for PhD applicants was taught entirely in English. In this case you will need an official Medium of Instruction MOI letter issued by your university confirming this submitted in place of a language test score.
Research Proposal Requirement
If you are applying for a Master’s by Research or a PhD you must submit a research proposal of at least 1000 words relevant to your intended area of study. This requirement generally does not apply to Master’s by Coursework applicants. Confirm your specific programme’s requirement with your chosen university.
Priority Fields of Study
Past MIS cycles have highlighted priority study areas including:
- Science and Engineering
- Agriculture and Fisheries
- Economics and Islamic Finance
- Information and Communication Technology
- Biotechnology
- Biosecurity and Food Safety
- Infrastructure and Utility
- Environmental Studies
- Health excluding nursing, medicine and clinical pharmacy
Applicants in related fields within these areas have generally been considered and MIS has also accepted strong applicants from outside this list in various cycles. Field priorities can shift year to year so check the official 2027 guideline once released rather than assuming this list carries over unchanged.
